Supporting Transition and Inclusion Record (STAIR)
The Norfolk STAIR has been coproduced by early years partners to provide a consistent and efficient record that supports children's transitions within the Early Years Foundation Stage. It has been designed to enable smooth transitions, which recognise children's emotional needs, what support they might need and to capture each child's uniqueness. The STAIR provides a timely opportunity to engage all those involved in the transition, strengthening relationships and building confidence.
From April 2026, the Norfolk Early Years STAIR webform, moved from the Granicus platform to the GOSS system. You are now able to save your progress and return to a form prior to submission, by signing in with a MyNorfolk account.
The STAIR form is in eight short sections. The first five sections should be completed for all children:
- Privacy Notice
- Child Details
- Transition Information
- Developmental Progress
- Contact Details
The remaining three sections should be completed where children are considered vulnerable or where additional information would be useful in making adjustments to ensure transition is successful:
- Learning and Inclusion Needs
- Professional Involvement
- Plans
When sharing the STAIR for children with additional needs you should also upload relevant plans, reports or professional advice.
The most important thing is to paint an accurate picture of the child, holding the child's voice in mind. The STAIR should be completed in conversation with parents/carers and shared with consent, in line with your setting's information sharing policy.
The STAIR is generated and shared via a secure web platform. A copy of the STAIR will be emailed to you as a PDF. You can also include email addresses for parents/carers and the onward setting to have a copy sent to them automatically. Alternatively, the STAIR can be saved and shared electronically or printed.
