Norfolk SEND Joint Strategic Needs Assessment Report 2025
The 2025 Norfolk SEND Joint Strategic Needs Assessment (JSNA) has now been published.
This important report brings together statutory and local data to provide a comprehensive picture of SEND in Norfolk for children and young people aged 0-25. It includes:
- Data on the number and types of SEND
- EHCP benchmarks and council performance
- Exclusions and children missing education (CME)
- Educational outcomes
- Insights from the SEND Survey 2025, capturing lived experiences from children, families, and professionals
Why it matters
The SEND JSNA is a vital evidence base for all of us working to improve outcomes for children and young people with SEND in Norfolk. It helps us:
- Understand where services are working well
- Identify areas for improvement
- Plan and target our work more effectively
- Demonstrate accountability and impact
It also supports the delivery of the Norfolk Area SEND and Alternative Provision Strategy (NASAPS) and its action plan, the Local Area Inclusion Plan (LAIP). These are driven by a strong community of practice, bringing together the council, the Integrated Care Board (ICB), education settings, the voluntary sector, and parent/carer voices.
