Norfolk Transition Framework - Common Transfer Document

You may remember seeing a call for participation in a 'Norfolk Transitions Framework' project in a Together e-courier from November (Norfolk Transitions Framework development: a call for participation - Norfolk Schools and Learning Providers - Norfolk County Council). 

Following this, two successful workshops have now taken place with representatives from a range of schools and trusts collaborating to move the work forward. A huge thank you to all schools and Trusts who have been part of this work. Your support and input has been invaluable and very much appreciated.  

The main focus of the group has been to review and update the Common Transfer Document (CTD) which was originally developed as part of the Norwich Opportunity Area (NOA) group.  As agreed at the CEO Forum and by the LA, we are now asking that all schools use this CTD as their key information document to help inform their transition discussions for children starting Year 7 in September 2026.   

Historically, many secondary schools have sent out their own transition documents which means that primary schools have lots of different forms to complete and return.  The project seeks to: 

  • Create a shared system to share consistent high-quality data 
  • Reduce workload for all 
  • Ensure better informed transition for all CYP 
  • Build upon the work of the NOA 
  • Support collaboration across Trusts, Phases and Zones 

The CTD: 

  • Enables schools to share detail as early as possible to inform schools' strategic planning for success 
  • Reduces workload for primary schools whilst improving quality of data shared 

Following discussions in the workshop, it was agreed that this year it would be very helpful for feeder primary schools to complete the CTD and return it to their secondary schools by the end the of May 2026 at the latest.  Please be aware of the notification to the LA that you have completed this at the top of CTD.  

In the next workshop (9 July, 1-2pm on Teams), a timeline for 2026-2027 transitions will be discussed to work towards the earlier completion of the CTD to further enable effective strategic planning for schools.
