Operation Encompass
Operation Encompass is a unique police and education, early intervention safeguarding partnership which supports children and young people who may have been exposed to domestic abuse. Developed in Devonport, Plymouth in February 2011 by a police sergeant and his wife, a head teacher. It was launched in Norfolk 2016 following a recommendation from a Serious Case Review (Case Q 2016; NSCB Serious Case Reviews). It is a system which provides an early notification to Key Adult Designated Safeguarding Leads within a school/college when a pupil may have been affected by domestic abuse. In response to this notification, schools and colleges can ensure the appropriate support is available for that child. There are currently 99% of schools and colleges signed up to take part in Operation Encompass in Norfolk and nationally, the scheme is now active in all 43 police forces across England and Wales.
In Norfolk, Operation Encompass incorporates notifications for children who have been reported missing from home or care. This enables the child's education setting to provide that early intervention to support the child or to help multi-agency partners to locate missing children.

Becoming an Operation Encompass Key Adult
Any new DSL who wishes to become a Key Adult and receive notifications can now access the electronic submission form at: https://operationencompassagreementforms.webapp.norfolk.gov.uk/
We hope this will provide a smoother and more time-efficient way for DSLs to become Key Adults.
However, it is important that you read the ISA/Protocol before submitting your application, as you will be confirming that you have read and understood this essential document when you sign and submit the form.
Operation Encompass Key Adults National Helpline
Operation Encompass Key adults can also access free advice from an Education or Clinical Psychologist. Contact the Operation Encompass Key Adults National Helpline on 0204 513 9990. The service is available Monday to Friday, 8am - 1pm.
NIDAS Norfolk
Norfolk Integrated Domestic Abuse Service (NIDAS) is a domestic abuse support service for those assessed to be at high or medium risk of harm. They offer dedicated support for children and young people, recovery programmes, coordinated multi-agency support, court support, a Domestic Abuse Champion Network, and training for professionals across Norfolk.
