An E3 thank you to schools

FAO: SENDCOs and Inclusion Leads, Headteachers, finance staff , 19 May 2025 08:59
Information

We are issuing a huge thanks to all the school staff who have worked so hard with us in recent months on the development, design and implementation of the new E3 model for the 2025/26 academic year.  As well as through individual school submissions and conversations, this has also been through the various engagements that have taken place over the last 12 months such as workshops, the DSG consultation, Schools Forum and the Local First Inclusion Reference Group.

Working together on major change is not easy. We recognise the remodelling of E3 funding has been a challenging process which has created a significant amount of work for some schools. We appreciate your support and understanding and all the ways in which you've engaged with us.

Our teams have received positive messages from many of you over the last few weeks and we've been really grateful for this feedback.

This needs analysis provides us with both a better understanding of the levels and pattern of need across the county, as well as the different models of support being implemented in mainstream schools to meet that need.

Your continued engagement with us throughout the moderation process has been, and remains, crucial. It will ensure we can correctly consider high needs funding for the whole school, taking into consideration particular cohorts and individuals within the school, to ensure you are adequately and appropriately funded to meet need.

We will be sending out information about the Unexpected Situations Support Fund (USSF), Enhanced SEND Provision (ESPs), and the next steps for the new Element 3 model including transitions for September in Ecourier in early June.

You can find further information about Element 3 funding on these links:

So once again, many thanks for all your hard work. We wish you a restful half term and we look forward to continuing this system collaboration moving forward.

We remain committed to offering as much support for the new E3 process as possible so please do email any queries to element3funding@norfolk.gov.uk
