KS2 Moderator Subject Experts - Expressions of Interest

Local Authorities (LAs) across the UK are reviewing their services and structures in line with changing policy and financial pressures. In the context of reduced LA statutory moderation requirements across the Primary phase, we have restructured the adviser roles at Norfolk County Council.
Our new 'Adviser - Education Intelligence' roles will include the operational leadership of the LA function for schools to standardise and moderate teacher assessments in Key Stage 2 writing and to monitor the security of primary phase national tests and assessments. We are pleased to announce that Rose Keating and Sarah Penfold have been successful in fulfilling these roles going forward.
As part of our commitment to utilising the expertise in the school system, following on from the work with the Norfolk Learning Collaborative, we are seeking expressions of interest (EOI) from experienced moderators to act as our subject expert adviser. This need for expertise in KS2 writing moderation will remain for as long as it remains part of the LA statutory requirements, pending the Department for Education's Curriculum Review work.
This role is viewed as a part-time secondment, responsible for implementing the moderation cycle and ensuring compliance with LA statutory obligations. The workload will vary throughout the year, with some periods requiring more time than others. Time commitments out of school will also depend on how many expressions come forward and what capacity each can offer, and we will liaise with school leaders to help ensure impact on your classroom is managed carefully.
Moderation processes in Norfolk are well established and include a high-quality training offer. As we embark on this period of change, we are keen to listen to the system and involve you in the shaping of these processes going forward. The administration and coordination requirements of the process will primarily be handled by the LA.
We hope this role provides a professional development opportunity for individuals with expertise in this area who are seeking a project alongside their school commitments.
Schools will be financially reimbursed for your time to ensure continuity of cover.
If this sounds like you, please forward your expression of interest of no more than a single side of A4. Please describe:
- Your experience to date,
- Why you are well placed to fulfil this role, and
- Any initial thoughts around our existing moderation model and how we ensure the continuation of assessment support and standards into the future
Please forward expressions of interest to neil.groves@norfolk.gov.uk.
Closing date for EOI: 9am on 7 July 2025.
