Norfolk County Council Public Health's Road Safety Team has partnered with FirstCar to promote an important campaign highlighting the Hierarchy of Road Users, introduced in the Highway Code 2022.

This campaign is designed to help communities and families understand how small changes in behaviour and attitude can make a big difference in promoting road safety.

Why this matters

The highway code is for everyone, not just when we learn to drive.

Whether walking, cycling, or driving to school, our behaviour on the road teaches children how to stay safe as they become more independent travellers.

The Hierarchy of Road Users places greater responsibility on those who can cause the most harm.

Drivers must now give way to pedestrians waiting to cross at junctions and take extra care around cyclists and horse riders.

Resources

The short, accessible video, tips, and reflective questions highlight the importance of road safety in our communities.

Schools are encouraged to use these resources in creative and engaging ways.

  • Share with parents via newsletters or when you invite parents into your school
  • Use the resource in PSHE, tutor-led sessions, or student skills lessons
  • Include in staff briefings, governor meetings, and newsletters

Encourage conversations at home and in school about the hierarchy of road users and safe travel.

  • What do your children see in your driving behaviour?
  • Are you modelling what you want them to learn?
  • How do you respond when other road users make mistakes?

Reflection questions for children and young people

  • If you could create one road safety rule, what would it be?
  • What behaviours have you noticed from adults on the road?
    • How do those behaviours make you feel?
  • What one safe driving behaviour will you promise to always follow when you become a driver?

Reflection questions for schools

  • Have we reviewed the latest Highway Code changes as a staff team?
  • Are we using our platforms to promote positive travel messages?
