How is this work organised / commissioned
EPSS deliver these activities across a range of commissioned contexts, or mechanisms / models of support. This reflects a graduated package of support that prioritises universal, prevention and early intervention (e.g. via the SEND and Inclusion Support Model), alongside targeted and enhanced support where needed (e.g. working with pupils in Specialist Resource Bases). EPSS involvement is likely to reflect discussions in one of the following areas:
SEND and Inclusion Support Model
The SEND and Inclusion Support Model allows EPSS to provide early help and intervention support to all publicly-funded, mainstream schools across Norfolk. EPSS work closely with aligned NCC teams (e.g. SEND Advisors, Inclusions Advisors and the School and Communities Team), to provide coordinated, wrap-around support to schools and their pupils. Specialist Resource Bases (SRBs) and Specialist Hubs of Inclusive Practise (SHIPs)
Specialist Resource Bases (SRBs) provide children and young people with the extra support they need within a mainstream school. Specialist Hubs of Inclusive Practise (SHIPs) provide permanent placements until the end of the education phase of the school where the hub is located. EPSS provide ongoing, psychological support to both.

Education Health and Care Plans (EHCPs)
EPSS Educational Psychologists (and Specialist Learning Support Teachers) play a key role in the Education, Health and Care Plan (EHCP) assessment process. Educational Psychologists carry out assessments that explore a child or young person's strengths and needs in the context of their school, family, and community. EPs provide detailed advice and recommendations on how best to support the child's learning and inclusion, ensuring that their voice is heard and that strategies are tailored to promote positive outcomes. This professional input helps the local authority decide whether an EHCP is required and, if so, informs the support and provision set out in the plan. (It is important to note that not all EHC Needs assessments are completed by EPSS Educational Psychologists.)

EPSS professionals might also contribute to SEND (Special Educational Needs and Disability) tribunals, to provide expert evidence, clarify professional advice, and provide psychological insight to help tribunals make fair and informed decisions about a child's education and support.

Critical Incident Team
The Critical Incident Support Service is funded centrally for all LA schools. Academies can access the Service by paying an annual subscription.
