Education-related funding grants for refugee children in schools and Early Years settings

This grant is applicable only for pupils who are resettled to Norfolk with their family under one of the following planned Home Office schemes:

  • UK Resettlement Scheme (UKRS) / Syrian VPR Scheme
  • Afghan Resettlement Schemes (ARAP / ACRS)
  • Homes for Ukraine

It does not apply to unaccompanied asylum-seeking children, nor for pupils in families of asylum seekers or other refugees. Pupils who are supported under these schemes may have an allocated case worker in the People from Abroad Team and if so, are treated as 'Children in Need'.

Schools can claim the following for eligible children who entered the UK on one of the above schemes:

  • Schools which receive a child aged 5-18 on arrival can claim up to £800 per child per term for a maximum of three (3) academic terms.
  • EY settings which receive a child who was aged 3 and above on the date of arrival in the UK can claim up to £400 per term for a maximum of three (3) academic terms.

Claims should be made retrospectively and termly where possible.

If you wish to spend the funding on something which is not listed in the guidance, please contact lisa.reynolds@norfolk.gov.uk for approval.

All invoices and receipts must be submitted with the claim forms and sent to the People From Abroad Team ASSD NRPF at NRPF@norfolk.gov.uk.

Important : These grants are not available for children who are staying with extended family on a Family Visa. However, ALL Ukrainian refugee children should be entitled to Pupils Premium and Free School Meals, as their parents are entitled to claim Universal Credit.

Uniform grants for parents

To be eligible for the school uniform grant children must have arrived to Norfolk via one of the following approved schemes:

  • Afghan Resettlement Scheme
  • UK Resettlement Scheme
  • Homes for Ukraine

Eligible children's parents can claim a grant that can be used towards the cost of school uniform, including PE kit, shoes/trainers, and winter coat/wellies. This grant goes to the family, NOT the school.

  • The grant for children in Primary school is £100
  • The grant for children in Secondary schools is £200

To help parents claim this grant, print out the Request for School Uniform Grant form (Word doc) [33KB] (Word document), and support parents to complete it.

Important : This grant is not available for children who are staying with extended family on a Family Visa.

If you have a newly arrived pupil who will transfer to a Junior or Secondary school in September, please advise parents to use this grant to buy their new uniform (for their September school instead of yours) and consider the option of providing children with second hand / PTA-funded uniform, etc for the rest of the term. The funding should be claimed within 6 months of arrival.

EAL funding for pupils

If your Ukrainian children are in Y1 to Y11 at the time of the October census and you have given Ukrainian or Russian as their first language in your census data, your school will receive EAL funding for that child in your budget (usually in April).

This funding is paid each year, for 3 years, after arrival in the UK. It is currently:

  • £580 - Primary EAL funding per year
  • £1565 - Secondary EAL funding per year
