Enhanced SEND Provision (ESP) Toolkit and Network Offer 2025-2026

Enhanced SEND Provisions (ESPs) are school-run, teacher-led interventions which provide tailored environments to enable children to thrive in mainstream school. Any school with an enhanced provision will be able to access the ESP Network offer which provides opportunities for continuous professional development, sharing best practice, collaboration on common challenges and the sharing of ideas and solutions.  All Norfolk mainstream schools are welcome to attend, and places will be allocated on a first come basis.

Network offer

The focus for ESP network meetings for the next academic year is based on support requested by settings through surveys and discussions. 

The Network offer consists of six meetings over the academic year as detailed below. Settings can access as many sessions as they require. Further information and booking will be advertised via the S4S website.

ESP Toolkit

The Learning and SEND advisory team have developed a range of resources to provide guidance and self-evaluation for settings when considering establishing an Enhanced SEND Provision (ESP), or for those settings who already have an ESP in place. Further support on how to use these tools can be provided through the Team Around the School meeting. Alternatively settings can contact their SEND Adviser via the SEND and Inclusion Support line 0333 3137165.  

The resources consist of:

  • Operational Guide: This details best practice around establishing, maintaining, adapting and closing ESPs, and includes case studies, examples of assessment tools and proformas to capture data
  • Self-Evaluation Framework: Developed in conjunction with Natalie Packer et al and should be used alongside IPSEF, GPM and SDP
  • Termly Review of ESP for SENDCo and Lead Teachers
