Booking Targeting Support Meetings with the Attendance Team

As outlined in Working Together to Improve School Attendance, early identification and intervention are essential to improving pupil attendance. To support this, schools are encouraged to book Targeting Support Meetings (TSMs) with the Attendance Team.  

These meetings help schools:  

  • Review pupils with persistent or severe absence.  
  • Identify barriers to attendance and agree on appropriate, graduated support.  
  • Ensure the school is fulfilling its responsibilities under the Support First approach.  
  • Coordinate multi-agency responses where needed.  

When should you book a TSM?  

  • If your school's attendance is below national average, you are expected to book a TSM each term.  
  • If your school is above national average, you are encouraged to book at least one TSM per academic year.  
  • All secondary schools are encouraged to book termly, regardless of attendance level, due to wider attendance challenges.  

New for this academic year  

  • All secondary schools in Norfolk have now been allocated a dedicated Attendance and Entitlement Officer who will be your key contact for TSMs. Your officer will be in touch directly to arrange your TSMs and provide ongoing guidance throughout the year.  
  • Primary schools should continue to use the online booking system to arrange their TSMs. You can access the Book a Targeting Support Meeting booking app here.  
  • There is also the option to book an extended TSM if you are part of a federation or trust and would like to discuss multiple primary schools at the same time - particularly where staffing or leadership is shared across settings.
